Institutional Context, consisting of the culture, process and structure of departments, faculties and institutions, shapes how peer review of teaching is enacted. A culture which values teaching can then drive processes, such as teaching awards or promotion practices, and develop structures, such as policies and procedures, which facilitate peer review.
